You will see that in Florida the Commissioner of something like the Department of Agriculture and Consumer Affairs administers permits there. You might find it helpful to note the mandatory prison term of 3 years for inappropriate use. Although we sometimes get mandatory sentencing here, the Governor there can grant a pardon, but again we do not follow that system.
